I will bet it has to do with the fact that he created the pickup measure using Finale's pickup measure feature. This has never worked completely as it should, so I always create my pickups by using the appropriate time signature to hold only the notes I want and using the correct time signature for display, so it really is just another measure, not some fancy Finale-altered pickup measure.
