The "mf" tool is indeed the tool to go, place your expression not on a note, but as a measure expression. You should get a staff assignment dialog once you have chosen the correct expression or created one. In this dialog you can set up a stafflist which displays the expression only on certain parts in the score, but on all parts after part extraction. For the layout make sure you use the measure tool to mark the beginnings of movements to start a new system. That way this is kept in part extractions.
