Seems to me that Finale doesn't handle movement titles well in either case.
The text tool can do automatic centering, but the page the text is attached
to in the score is not likely to be the right page in the extracted part
(other than page 1).  The expression tool can easily place text attached to
measures in the extracted parts, but won't be centered or positioned
properly.  The ideal solution would be to make part extraction smart enough
to know that text attached to a page in the score goes on a different page
(and possibly vertical position) in each part.  The text could have a new
attribute called "Titles".
