Another poster has pointed out that there is a "break multimeasure rest" option for expressions, but I think this wasn't introduced until 2002. In Fin2001, you need to select the measure *before* the rehearsal mark with the Measure tool, and check "Break multimeasure rest" there.

Unfortunately, I don't think so. The plugin only seems to catch measures which are exact duplicates.
