The bracket tool's default is this:

But I often need the opposing:

I thought there was a way to cause it to be the opposite, and I even believe I did it once, but if so I can't recall what it is or what I did. I have created a custom line to do this, but it seems to me Finale would have built in a way to cause the default to be able to be its opposite. Is there?

Enter the default bracket, then simply drag the right handle over to the left, and reposition the bracket with the middle handle.
