Keith - I think you might be thinking of The Valiant Years, which was a TV documentary series around 1960/61 about Churchill's life. The theme music was written especially for the series by Richard Rodgers. I'm not certain if it starts with soft and subtle drums, though. I'm sending you a midi file separately. There is a Brass Band arrangement by W J Duthoit, published by Chappell & Co (No.194) in 1961.
