iTunes is free on the Mac and comes with every computer.
I just went to Apple's website and, as far as I can tell, iTunes is a free download for Windows as well; though it is limited to Windows 2000 and XP.

I just tried the Windows download: It not only appears to be free, you aren't even _required_ to fill out any of their annoying demographic questionnaire to do the download (name, email and country, spam me please).
Not having tried it on a PC I have no idea about its performance, but it works admirably on the Mac. I would be surprised to find that it did not under Windows.
