I have worked with both Finale (since v1.0) and Sibelius (since v1.4) and head to head Finale is superior.
For the vast majority of notation and scoring jobs Finale will come out faster especially if you require versatility.
Sibelius is too pre-emptive in it's nature, Finale works more logically and gives the user far greater control.
I keep a running list of things that Sibelius can't do over Finale, only just to kick back on my frustrations when I am forced to use it! I can send you it off-list if you wish.
