Yes, but as you pointed out, this really is something that ought to be built into Finale. I've sent in a feature request for 'Extend secondary beams' to be supplemented by 'Extendary beam stubs over rests'. Having both checked would give you Finale's current behavior; checking the first but not the second would give you my beam4 example.
