Hey Chris,
I do this all the time. Measure number tool - edit regions - in the
lower left of the dialog box, check "Always show on top staff," and
it's done. Did I misunderstand something?

No, that's why you check "always show on top staff." That means on
the extracted parts too, and it works reliably.
This is the way I always do it, so I don't know if I'm missing some
issue.

To make matters worse, not all staves are set to show numbers IN
THE SCORE, but the top staff is forced to show numbers, so that
they appear on all extracted parts even if the staff is set not to
show measure numbers. This means that if I miss the measure by
accident, I won't know about it until AFTER I extract the part.
What is usually done in this case?
