Yes. You can't easily take a bass clef bassoon staff and append that music to a piccolo staff.

But you can take the music from one file and do just what you want to do, only it's not really copy and paste. It's copy (use mass-edit tool, ctrl-a to select everything, then ctrl-c to copy it all) and insert (add one empty measure to the end of the first file, then highlight it and from the Edit menu click on Insert.

This won't work properly if your first file has 3 staves per system and your second file has 5 staves. But if you have, for instance, 3 movements from a larger work, all with the same number of staves and most likely the same clefs, transpositions, etc., you can fairly easily combine them into one single file.
