I can't say why this is happening, but apparently Finale is busy with something and you have to wait for it to finish first.
I sometimes get this when I drag a file over to Finale in the Dock, if Finale is not open already. It doesn't happen if I open Finale first from the Dock, then open the file.
If this is happening consistently with all files, then I suspect that there is something wrong with Finale. Try rebooting the computer first, then try reinstalling Finale, repair permissions, then I would try Tech Support.
