Well, take the L. Mozart quote, and compare it to Spohr. Mozart, even though he dislikes it, describes that many people use a lot of vibrato, as though they had a fever. And he doesn't really give much indication of how much to use. Spohr on the other hand tells exactly where vibrato should be used, and thus where it shouldn't be. This is very little.
I am not at home right now, so I cannot quote anything, but it seems to me that 19th century treatises are much more particular about the use of vibrato.
