I don't know if this applies to your particular situation, but it's happened to me more than once. Finale (2K7 in my case) sometimes refuses to allow me to change the time signature, no matter what. Quite by accident I discovered it had to do with how measure numbers were displayed, either actual or shown. This is set in the program preferences. Change whatever setting you have it at see if that helps. Might be worth a look.

i'm working on a doc that is showing some strange behaviour (depsite copy-pasting and XML-ing it all), so it could be that; works fine in my default doc. i virtually never use abbreviated time sigs, so i want to make sure i'm not missing anything.
