You can do this with groups as follows.

1. For the entire group, set the "Draw Barlines" to "Only Between Staves".

2. Add an unnamed group for the staves above the special staff with
"Draw Barlines" set to "Through Staves".

3. Add an unnamed group for the staves below the special staff with
"Draw Barlines" set to "Through Staves".

Done.
