I know MM doesn't always do the best job of communicating these things,
but the Readme does say:

To accommodate the autonomy of each of a computer's multiple users, and
to prevent permissions issues, Finale 2011 installs its components to
various locations on your hard drive depending on their function and
required accessibility. See "Finale Installation Details" in the User
Manual for more information.
And if you look up that section in the manual (use the Index), you
should see a fairly complete discussion of what goes where.
