David is correct — the problem is that the Garritan sounds were never actually 
meant to be used in a notation program. They were meant to be used in a Digital 
Audio Workstation environment, where one would have much more control and 
automation over levels.

Best (stop-gap) solution is hidden dynamic marks.

Best long-term solution is to remind MakeMusic that since they own Garritan 
now, they have no excuse not to optimize it for Finale.
