Actually, I find the behavior to be incredibly useful. You just have to know how it works. Simply put, the rule is that if the first bar of a multimeasure rest is not empty, then the contents of the first bar display instead of the mm rest. You can exploit this behavior to produce TACET bars and the like. This is one reason I created my my multimeasure rest plugin: so I could force an mm-rest on any arbitrary collection of bars. Before that you had to erase the bars, apply the mm-rest, then add what you wanted back in.
