Ken, that was my thought as well.  any "3" meter has the possibility of being 
either in triple simple meter or single compound meter, the latter of which is 
less common (hence my parenthetical remark in an earlier reply).  I'd prefer to 
see Finale's formula err toward the triple simple, but a full-measure note 
should always come out as just that -- a dotted whatever.
