The standard way to create your .emacs file is to cannibalize other
peoples'.  You should be able to find many sample .emacs files via google.

Open an elisp file (like .emacs) and use "evaluate buffer" in the
emacs-lisp menu.

Your home directory.

That said, you're better off not messing around with your .emacs at first.  
Just getting to know the environment a little is more than enough to start
with.
