Indeed the only way to solve this would be to remove all packages except base when building the bindist, after each package is built. I don think the bindist does that yet. (IIRC, the debs are built by hand, the scripts are only used to build the repository structure) You can take a look at the "scripts" module in Fink CVS to see the scripts that are used for building the bindist.
