Ah, now I see your point.  This is true, there should be, but we have
not yet finished implementing the equivalent to dpkg-shlibdeps.  And
in fact, we've had a policy (unstated, I believe) that there was no
need to specify any dependencies on an essential package.  It is that
policy which I'm trying to change.
