Well, there is a legal loophole if that is the only thing that is stated there. They might be for "government and law enforcement use only" but it mentions nowhere how, who and how the software itself might be distributed. I know , it really seems odd to keep the package, but legally speaking, I do not see much of an issue, however I will run it by the legal team tomorrow.
