The problem with gettext is that when you build and install libgettext3-shlibs, the new gettext-tools hasn't been built yet! Even though SysState *wants* to upgrade them as a unit, it can't do so until it has .debs for all of them. The most sensible solution may be to build gettext-tools at the same time as libgettext3- shlibs, I'm not sure what the reasoning is for building them separately.

It's not just gettext-tools; its both gettext-tools and gettext-bin. And in fact they are both in different packages from gettext after the update.

To explain: after the update, gettext (which really means gettext- shlibs but for historical reasons is called gettext) and gettext-dev are in one package, which is really just a legacy package for the old version of the library. The libgettext3-shlibs package contains gettext-bin as a splitoff (this is one of the things that was causing problems during the update). And gettext-tools is in yet a third package.

The split between libgettext3-shlibs and gettext-tools follows the packaging recommendations of the upstream author, and is a good thing to do because eventually libgettext3-shlibs will be essential and a part of our bootstrap and this split will dramatically decrease the bootstrap time. The split itself, though, is irrelevant for the current problem since both gettext-bin and gettext-tools are causing trouble.
