Dan, First re-read all of the Fink documentation again. There is a detailed section on getting X setup correctly. Here are a few specifics to your problem.
Your X11 installation is in /usr/X11R6 You only want to install system-xfree86 if you already have an X-Windows installed system on your Mac. Such as the commercial product X-Tools from Tenon software. Assuming you don't have X-Tools you want to install xfree86-base and then xfree86-server or xfree86-rootless before you can proceed to such things as gtk. I'd blow away the x11 directory and try again but I can't even find the x11 directory, which I'm not sure installed right in the first place. As you can see, I'm a real *nix/Darwin neophyte here.
