According to the web page it is only in unstable:

How are the webpages, that tell you what version it is in, maintained?

When running apt-get I can't install it, so the binary is not there.
[/sw/etc] root# apt-get install bitchx

Building Dependency Tree... Done
E: Couldn't find package bitchx
