This is freely available with the Apple Developer Tools kit. If you do not have this installed, you need to install it either from the cd-rom (if you got one with your system) or by downloading it from Apple's site. There was a significant upgrade to the kit last December, so even if you have the CD, you'll need to download anyway if it's older than that. The download is huge -- around 215mb -- and you have to sign up for a free developer's account before they'll let you have it.
Once it's installed, you should breeze past this step next time you try to install aalib or anything else.
