Try doing a selfupdate--I had thought that the gal199 depends issues were fixed.

Even if there's still dependency problems in evolution, you don't need to mess around with PKG_CONFIG_PATH--I was able to install it by just installing the packages that gal199 was complaining about.

My first thought is to install libgnomeui2 and try to adjust the PKG_CONFIG_PATH environment variable as advised. Has anyone seen this error. Does my plan to fix sound ok?
