No. Fink compiles everything in the opensp4 source and then divides it up into the opensp4, opensp4-dev and opensp4-shlibs packages.

Going into them from the fink
main page, you can only page through the subject lines. I tried to see if anyone else
was having this problem, but since I could only scan subject lines I may have missed it.
Some of the packages that depend on opensp4 are gimp2 and inkscape, both of which others
seem to have compiled successfullly under Tiger.

Start here: check the config.log file (/sw/src/opensp4-1.5.1-2/opensp4-1.5.1/config.log) and see if there's any indication of what's missing. It sounds like you're missing a package with essential headers, e.g. the DevSDK package.
