Looks like you don't have any perlmod packages. Your whole directory
/sw/fink/10.3/unstable//main/finkinfo/libs/perlmods/ is probably
missing. Dunno why selfupdate doesn't bring it back.
I think it is a permissions problem. The folder is present and does
contain archive-zip-pm.info.

Most things in the libs folder are 644, but this folder, the rubymods
folder, libmcve.info, libmhash.info, libogdi3.info, all have 755
permissions. Could this be the problem?
I don't think so. If everything is readable and the folders executable,
fink should be able to see the packages. Yours doesn't, apparently. In
your earlier listings, not only archive-zip-pm, but also
cgi-compress-gzip-pm and archive-tar-pm should have appeared but didn't.
Does your "fink list" show anything at all from lib/perlmods?
