Yup, the behavior of Xcode is different between 10.8 and 10.9, even for the 5.x 
series which works on both.  --install only is a valid option for 10.9 and 
10.10.

You can use the command-line tools standalone, if you’d like, though you won’t 
be able to build those packages which need SDKs from Xcode.app.
