David, Yes, Mountain Lion is a rather awkward release for this issue. It lacks the compiler stub binaries added in Mavericks and Yosemite which help find the installed command line tools or Xcode.app tool chain and produce an installer dialog (similar to the old Rosetta one) if neither are present. Both Xcode.app and the command line tools are now updated via Software Update in Mavericks and Yosemite, The stub binaries for the tool chain was never back ported to Mountain Lion, so the Xcode 5.x releases had the unfortunate oddity of requiring the ML users to install from the Xcode.app components panel of its preferences and unlike on Mavericks there isn't Software Update support for the Command Line Tools.
