They are both multi-protocol instant messengers, and connect using 
basically the same libraries, except that Proteus doesn't handle IRC.  
Recently though I felt that there's an extra relationship as when certain 
connection-based bugs get stomped out in CVS for Fire, guess what program 
comes out with a bug-fixing update the next day?  Basically, the two 
programs exist for people who feel there are better ways of doing the 
interface.  Update-wise, Fire attempts to release with as few bugs as 
possible (and as a result end up releasing not-so-rapidly, but obtain a 
lot of new features in the process).  Proteus updates often, with fewer 
features per update, but fixes bugs for the public a bit faster (but again,
  Fire doesn't release as many bugs to the public ;) ).  I hope that helps.
