Well, I use Fire everyday and it doesn't exhibit this behaviour with 
me.  Maybe there is another preference somewhere that you may have 
overlooked?  I can't see one myself, but I have "Leave windows where 
they are" checked, and that is what it does.  It plays a noise (which 
can be turned off), but it definitely does nothing until I switch to 
Fire itself.

Perhaps there is an evil invisible preference file lurking somewhere 
in the background...
