Known problem.

Unfortunately it's not as simple as "never bring windows forward". For 
example, if you aren't typing anything, or there are no chat windows 
open, you probably want a new message to activate the relevant window.

If you are in the middle of typing you certainly don't want another 
window taking the focus (generally speaking). So we need to work out 
some intelligent way to decide when windows are activated.
