I personally do not have the problem of the chat coming up above other
windows. My gripe is specifically that if you're IN fire already and
chatting with someone and another chatter sends you a message, their window
comes to the forefront. If you are chatting with 2 or more people, if you're
not careful or a fast typist (like I am) you can see an entire sentence cut
in pieces across chat windows.
If you are seeing the chat windows come up above the current app you're
working on, I'd think that you have a preference checked somewhere then.
