Personally I was liking the per-site activation. Developpers are likely to use Firebug with a small subset of sites, and to almost always need Firebug for those sites - and not for the others.
Firebug should be disabled by default, and be enabled for specific sites only. I don't think the previous "enabled everywhere but on some sites" possibility was often used. But I may be wrong. N.
