I still don't know what this means. But I'll guess:
Firebug 1.4 is off by default; sites are turned-on by users. You want
a mode where Firebug is on by default and sites are turned-off by
users?

To add a site to the activation list, enter the URL in the location
bar, press enter to load the site, click the Firebug status bar icon
to activate Firebug.
To remove a site from the activation list, enter the URL in the
location bar, press enter to load the site, click the "[(|)] Off"
button to deactivate Firebug.
