Handle it under 'terms of agreement'. You 'do' have a terms of agreement
which customers sign (or in some other contractual sense) and agree to abide
by don't you? It has attempting to break into, subvert security, send
SPAM, or detect vulnerabilites at other sites doesn't it?

Most big ISPs do and use that to immediately terminate such accounts.
