Some ISP (Internet SERVICE Provider) sould be called IAP (Internet ACCESS
Provider). If all they do is providing ACCESS to the internet, then do
should be call IAP. 

Those who provide services, don't _have_ to provide every services related
to the Internet. It's the customer responsability to choose the ISP which
will offer the services he wants/needs. Some ISP provides you with an email
address and mailbox, some gives you multiples aliases or different mailbox,
another may offer personal web page hosting, some ISP even offers training.
However, very few ISP (if any) offer (good) security and I can understand
why (high cost, low demand, legal responsability, ...). Don't expect anyone
to provide you any kind of service (including security) just because they
charge you for an access to the Internet.

Maybe one day people will be more concerned about security and ask about
it. Then, if the demand is high enough to balance for the cost and legal
responsability, maybe will see some changes. But even then I don't expect
it to be the kind of security I want for my own system. It will have to be
a very flexible service to accomodate everyone and I don't know if I could
have enough trust in an ISP to let then manage the security of my system.

Personnaly, I don't want my ISP to block ANYTHING between my and the
internet. If someone is trying to get something out of my system, I sooner
I'm alarmed about it the more time I got to protect myself.
