What about got a new scanner and just wanted to try it out, or just wanted
to see how many machines out there HAD BO on it? maybe a research project to
see what turned up on a scan?
I think scanning is harmless enough that any defensive measures you want to
take as a response are ok, but I don't think you should be contacting
someone's ISP and causing them grief, when they caused you none.
As soon as something intrusive is done by the scanner/attacker then you nail
them all the way, it's all or none here, but IMHO a scan counts as none.
