I may be wrong here, but I thought that the original post was looking for 
an ethernet tap for perform protocol analysis.  Nmap is a port scanner 
which simply probes a host an reports on which services are available on 
that host.  Tcpdump or Network Monitor for the NT would be a better example 
of a sniffer.

I think however the person was looking to build a tap rather than placing a 
device in promiscuous mode (which is detectable).  I'm not sure if the taps 
are detectable or not.

As far as port scanning Nmap is pretty complete.
