The real answer is to provide "holistic" solutions and belief in the KISS
solution.  If one takes a very small problem and arrives at a very complex
solution with all kinds of strangeness (i.e. admin issues, phone support)
then the solution taken was not the correct solution.

If one picks a solution that is 1. re-usable 2. scaleable 3. Reduces admin
headache, then that is the right approach to take.

Voice and Data configuration is not an overly complicated problem.  The
problem lies in the people who are assigned or paid to solve the problem.
It is the passion to find the simplest solution is the answer to the
questions you pose.  A majority of the problems that everyone encounters
have been solved many times over.  It is about finding the people with the
right "CLUE" to prevent the problems from arising and planning out the
solution in a simple and detailed fashion.  

Also "RTFM" helps .. :)
