Banks don't do it because there could really be a leak.
But as a security consultant I'm thinking about starting such a contest too:
Everyone who can hack the PC I'm currently working on, can keep it.
Look at it economically: If I do an advertisement in a magazine it costs me
$2000. If I start a contest maybe I loose a PC for $400, but the chances are
quite big, that I have just some filterhits against my firewall. (Don't
worry. You cannot hack it. I have no hard disk in it and everything is
running from a CD-ROM. The ports you can connect to are just accepting a
connection, doing a sleep 10 and then they disconnect you again.)
Another advantage: I get a free security check. If I get someone doing a
penetration test I have to pay some more $$$. Well, some serious hackers
don't bragg around that the system is buggy, but the script kiddies
definitely will.
What do you want more. All potential customers are impressed that your system
is so secure, that you give it away, if it can be hacked (they do not realize
that I actually have to pay, that someone takes the old crappy hardware).
