You have to decide whether this is a security issue or a service issue.  I can
tell you from the security side that I do not permit these types of programs on
any of our machines as they represent a leakage of asset to the outside world.
Any time I find them (yes, we do have some individuals who will try to test the
procedures) when doing system scans (and this effort is publicly known by our
users and it is not on a regular basis but is also not non-frequent), they are
deleted and they and their manager receives a message to the effect.

Business systems have no need of these program types.  One man's opinion.

If this is a service issue, then think about your question.  The answer is self
evident.
