An e-acquaintance told me that she made grazing muzzles for her minis. She uses two layers of plastic hoof pads for the bottom of the "bucket", with fly-mask type screening for the sides. The bottom edge of the mesh is put between the two hoof pads, which are then riveted together. You can cut whatever size hole(s) you want in the pads, to control how much grass gets thru.
