That company should be tracked down and persuaded (browbeaten into?) to
train their personnel.   What they did is trespass....at the very
least...and their drivers should be trained not to go dumping what could be
potentially toxic materials (fertilizer is not completely innocuous....and
they could have been oleander chips for all they knew) just anywhere.
