We have had something similar to your problem.  It was solved with banamine
(which you are giving) but NOT Naxcel...Penicillin was given.  We keep a
supply of both on hand just in case.  Our vet did NOT want Naxcel given.

The wash off with the hose is excellent IMHO.  I do this when the fever gets
high, but not enough to chill the horse. Be sure to watch for shivering
after the hose off.  If so, dry the horse with towels ASAP.  Then take the
temperature again.

I am NOT a vet, but have been through this so many times that I know what
our vet will say to do.  He is always consulted anyway.
