My vet uses heavy duty plastic bags, taped on. I saw, somewhere, a recommendation for making a soaking boot that sounded like it would actually be easier than the Davis boots.
My horses do not like the Davis boots for some reason, and it is awkward putting them on while full of liquid. (You might be able to fill them with a plastic, thin spout household watering can and make it easier.)
