I think you can get the same effect using System.security.allowDomain.

assuming that you use a relative path to the swf, then you can just use one 
substring:

var baseurl:String = _root._url;
baseurl = baseurl.substr(0, baseurl.lastIndexOf("/")+1);

mcl.loadClip(baseurl+"ar07ui.swf");
